Audits and the 3Rs Hierarchy
Companies need to periodically re-evaluate their waste management
and recycling practices as changes occur in the waste management
industry. The practice of conducting regularly scheduled waste
audits began in 1975 but it has only been in the last five
years that the practice has been conducted extensively throughout
North America and Europe.
In the early 90's, legislation and goverment reduction targets
were introduced throughout the United States and Canada to
address growing concerns regarding available landfill space.
In response to these initiatives, Industry and Institutions
began conducting regular waste audits to identify opportunities
to reduce waste output from their facilities and to maximize
recycling and reuse programs. From these practices, it was
recognized that organizations needed to formulate policies
and environmental management systems designed to account for
the way a facility or a corporation deals with issues relating
to environmental performance.
In the late 1990's, the International Standards Organization
(ISO) developed and released its ISO 14000 - Environmental
Management System (EMS). In many ways similar to ISO 9000,
ISO 14000 is a set group of tasks, responsibilities and monitoring
systems for registered members to adhere to in order to provide
assurance to its stakeholders and customers that it maintains
and updates an environmental management system to meet or
surpass regulatory compliance requirements and other environmental
issues. An EMS should also contain regularly scheduled waste
assessments for both hazardous and non-hazardous solid and
liquid waste streams.
